Today, 10th December, President Zelensky has signed a decree relating to a number of topics in the Chernobyl Zone, including fire safety and the 35th anniversary events.
DECREE OF THE PRESIDENT OF UKRAINE №556 / 2020
On urgent measures to ensure environmental safety and preparation for the 35th anniversary of the Chernobyl disaster.
In order to ensure environmental safety, compliance with the statutory guarantees for the protection of citizens affected by the Chernobyl disaster, as well as the preparation of measures for the 35th anniversary of the Chernobyl disaster, I decree:
The Cabinet of Ministers of Ukraine:
1. Take urgent measures to improve the fire and sanitary condition of forests in the exclusion zone and the zone of unconditional (compulsory) resettlement, including in the forest areas of the Chernobyl Radiation and Ecological Biosphere Reserve, improving the system of rapid response to possible emergencies in the exclusion zone and areas of unconditional (compulsory) resettlement, including monitoring and early detection of fires, as well as other measures to prevent and respond adequately to crises in these areas;
2. To carry out a comprehensive analysis of normative legal acts on overcoming the consequences of the Chernobyl catastrophe, social protection of citizens affected by the Chernobyl catastrophe and persons with disabilities from among them, based on the results of the analysis to take measures to update such acts. supervision (control) over the activities carried out in the territories affected by radioactive contamination as a result of the Chernobyl catastrophe, to ensure the statutory guarantees for social protection of these citizens, as well as to ensure control over the effective use of budget funds provided for relevant purposes;
3. To work out the issues of updating the national target environmental program for radioactive waste management and the national program of decommissioning of the Chernobyl NPP and transformation of the Shelter facility into an ecologically safe system;
4. Develop within three months, taking into account the proposals of central and local executive bodies, local governments, public associations, research institutions, approve and ensure the implementation of the action plan to the 35th anniversary of the Chernobyl disaster, honoring the heroism of the Chernobyl accident. NPPs, providing, in particular:
- Holding events on April 26, 2021 in the capital of Ukraine – the city of Kyiv and Kyiv region on the occasion of the 35th anniversary of the Chernobyl disaster; organization of thematic scientific, scientific-practical conferences, round tables;
- Holding informational, educational, cultural and artistic and other events dedicated to the 35th anniversary of the Chernobyl catastrophe in educational and cultural institutions, honoring the feat of the participants in the liquidation of the consequences of the Chernobyl accident;
- Taking measures with the involvement of public associations to cover the topic of the feat of the participants in the liquidation of the consequences of the Chernobyl accident;
- Extensive coverage of events in connection with the 35th anniversary of the Chernobyl disaster;
5. Ensure proper communication of the relevant executive bodies with public associations whose statutory activities are related to the protection of the rights and interests of participants in the liquidation of the Chernobyl accident and citizens affected by the Chernobyl disaster;
6. To work out the issue of holding an international conference in Ukraine dedicated to the 35th anniversary of the Chernobyl catastrophe – a catastrophe of planetary scale, as well as overcoming its consequences, further arrangement of the exclusion zone and the zone of unconditional (mandatory) resettlement and use of these territories purpose.
The Ministry of Foreign Affairs of Ukraine to ensure that foreign diplomatic missions of Ukraine hold events dedicated to the 35th anniversary of the Chernobyl disaster, honoring the heroism of the participants in the liquidation of the Chernobyl accident with the involvement of Ukrainian public abroad.
Regional, Kyiv city state administrations:
- Develop and ensure the implementation of regional action plans for the 35th anniversary of the Chernobyl disaster, honoring the heroism of the participants in the liquidation of the Chernobyl accident, providing, in particular, measures to properly ensure statutory guarantees of the rights of citizens affected by the Chernobyl accident;

This Decree shall enter into force on the day of its publication.
